Fernando Teixeira dos Santos

Fernando Teixeira dos Santos is Portugal’s Minister of State and Finance.

He holds a graduate degree in economics from the University of Porto, and a Doctorate in Economics from the University of South Carolina in the United States. He also has a Doctorate in Economics from the University of Porto, where he has been an associate professor since 1981.

From October 1995 to October 1999, he was a member of the Portuguese government as Secretary of State for the Treasury and Finance. From March 2000 to July 2005, he was Chairman of the Portuguese Securities & Exchange Commission (CMVM – Comissão do Mercado de Valores Mobiliários). Since July 2005, he has been a member of the Portuguese government as Minister of State and Finance.

From May 2000 to May 2004, Mr. Texeira was Chairman of the Executive Committee of IOSCO (International Organisation of Securities Commissions), and subsequently, from May 2004 to July 2005, he was Chairman of the European Regional Committee of IOSCO. From December 2001 to July 2005, he was also President of the CESR (Committee of European Securities Regulators) Expert Group which prepared the CESR’s responses to mandates from the European Commission on possible implementation measures for the proposed Prospectus Directive. From November 2003 to July 2005, Mr. Texeira was President of the Board of the Instituto Iberoamericano de Mercado de Valores (IIMV).
